We can't tell much from the Japanese product page, but we can EXtract the basics. The Horipad EX Turbo (built by Hori, natch) features three different turbo settings for the four face buttons, it's "officially lisensed [sic] for Xbox 360" and it will EXcel the EXcellent EXperience with EXcitement. Oh, and it's going for about $30 US.
The inclusion of features like turbo switches always makes me roll my eyes. They seem anachronistic, a holdover from third-party controllers in the NES days. What is turbo going to do for a player in Halo? It doesn't have rubber grips though, so that's a gold star for Mad Catz. I'll stick with the

I dunno the controller certainly looks better than the other third party controllers. And the d- pad looks great! I'm sure theres some game out there that could use a good turbo.
p.s. remember the "slo mo" function on those old nes 3rd party controls that rapidly pause/unpause the game to give you the slomo effect?

Why anyone would buy a controller that is not wireless is beyond me. I will never buy another wired controller.
I guess the only valid complaint that someone could have is the use of batteries And I just use the same rechargeable batteries that I use for my digital camera, and bought a few extra so I didn't have to buy that plug and charge kit.

I will never buy a third party controller again. Back when I bought the original xbox, I picked up 3 Mad Catz controllers along with it. Today, the only controller that still works properly is the official Microsoft one. All the Mad Catz ones have broken triggers and some have problems with the buttons or sticks.

I've heard that Hori makes superb quality controllers, their arcade sticks ar some of the finest around, so I'd say this is gonna be a good controller. Shame it isn't wireless, though.

Hori makes very high quality controllers, so you can't even compare the the garabage mad catz controllers to it.
