All you need to know is that halo3.com is up, and accepting entries for the "Rule of Three" phase of the beta. Almost. On the HBO IRC channel a lucky entrant claims that at 1:01 he got into the index2.html page and the "REGISTER NOW" text was black, appearing as though you couldn't register. He noticed the text, clicked and registered twice very quickly. Then, at 1:03 he noticed the "REGISTER NOW" text turned blue upon clicking that it was getting a connection error.
At around 1:33 PM EST (13:33 military time), a page appeared reiterating the rules of phase 2 and the high levels of traffic on the site, suggesting to try again later. This would imply the first 13,333 spots have not yet been taken. Best of luck, once again.

It took me a while but I got in. I kept hitting the register now button until it took me to a choose your country/language screen. Then I entered my windows live id and password, then it showed my gamertag at the top of the page and i had to choose my privacy settings (like if I wanted to receive 3rd party emails) and then it gave me a confirmation message on the next screen. Each page took a long time to load, but once I got past the Windows Live log in, everything went smooth.
