Reader James has not-so-stupid question about this part of the Fall Dashboard Update:2. Yeah, how is this new news? Have you forgotten this stuff already?

3. The way I understood it, is you could play your own Homebrew on the 360, but you need to have the subscription for everyone elses

4. This has already been covered:
When XNA was first announced they said you would have to pay $99 a year for a "Creators Club" (Or something along those lines) subscription to transfer and play the games on Xbox 360. However, there is no fee to play them on the PC.

5. This has been gone over so many times, it is ridiculous.
If you want to use the XNA Game Creator Studio to write games for the Windows platform, you pay nothing. If you want to write games that run on your own personal 360, you will pay $99 a year to get a certfiicate to be able to sign your code. This signed code will ONLY run on YOUR 360, so you won't be able to give the binaries out to anyone to run on their 360. If you want anyone else to run your program on a 360, they will also have to purchase the $99/year subscription to the "Creators Club" and then you could give them your source code and they could compile it and sign it for THEIR 360. No one will be running homebrew stuff on their 360 without paying the $99 a year fee. As for getting your stuff on XBLA, they have said that the $99/year Creator's Club is only for non-commercial games, so don't expect to see your stuff on XBLA at all.
All of this is covered very nicely in the XNA FAQ here:

6. the XNA team is still working with the Xbox team on how they're going to allow developers to distribute XNA created games across the Xbox platform...current confirmed plans are that the source code must be distributed along with all the resources, and the game must be compiled on a PC running Visual C# Express and streamed over the network to the 360...
they are however working on a way to distribute the games without the source code over Xbox Live, but this has not been confirmed, nor will it be seen until late next year at the earliest time

7. Just wanted to chime in, but you guys said it already. $100/yr to play the homebrew games on XB360.
Presumably, you don't have to pay the subscription for those that actually make it to XBLM for a fee (or it includes them in the $100/yr even if others have to pay for the individual games) - though I haven't confirmed that.

1. Check back to when MSFT initially announced XNA. Merely wanting to play homebrew games on your 360 will cost you something like $100/yr... membership fee for the "XNA Users Group".
