It definitely has a great soundtrack, the only problem is you lose "reception" on some stations as you drive further away from where they are located. Great game and is tons of fun, I can not wait to try the multiplayer out. From how I played it there was about 20 hours of gameplay on the main story which equates for about 65% of the game complete I believe. The "diversions" they have are a blast, car surfing and sky diving are always fun.
In terms of GTAIV vs Saints Row 2, well gta has the graphics and polish but I am having more fun in Stillwater then I ever did in Liberty City. This is a must have, it is a really solid game. Feels like how gta used to be, just over the top and fun.

K12 will NEVER be turned off. I'll do the classical and reggae thing now and then, but my K12 Electro Station will never be silenced! I love that Electro is making it into the mainstream. Makes me happy, kinda.
